Cllr. Bernard McGuinness was re-elected to Donegal County Council in June 2009, when he received 1881 votes and secured the second of seven seats in the Inishowen electoral area.
 
Cllr. McGuinness is the Chairperson of the Fine Gael County Councillors Group on Donegal County Council, and together with party whip Cllr. Terence Slowey (Glenties) he leads Fine Gael on Donegal County Council.
 
Together with Deputy Joe McHugh, Cllr. McGuinness has been prominent in recent months in raising the concerns of Inishowen-based fishermen, and in leading the successful campaign for the retention of Malin Head Coastguard Station.
 
Bernard was first elected to Donegal County Council in 1979. He was subsequently re-elected in 1985, 1991, 1999, and 2004. Bernard polled 4,000 votes in the 2002 general election. He was Chairperson of Donegal County Council in 1994/5 and is a former Whip of the Fine Gael Councillors Group on Donegal County Council.
 
Bernard McGuinness lives at Culdaff where he runs a family business, incorporating a Bar & Lounge and convenience store. Bernard is married to Jan and has five children. He is a keen sport enthusiast and believes that participation in all sports is a very important part of youth development and rural life.
 
Bernard is a member of the HSE West Forum. He is dissatisfied with the current mode of health administration in this country, and he has publicly called for a reversion to the old Health Board system.
 
Bernard is a firm believer in cross-border cooperation. He works closely with his associates at Stormont and with colleagues on Derry City Council and on Limavady Borough Council. He is a member of the North-West Regional Cross-Border Committee.
 
Cllr. McGuinness led Fine Gael's drive to success in the Inishowen electoral area in 2009, where the party secured three out of seven seats.
